Thank you for taking the time to visit my page. In 2022 I ran to become the State Representative for Franklin and Medway as a write-in candidate at the Primary and later received 6,852 votes at the General Election. I appreciate that there is a person behind each of those votes and have learned a lot about the issues that are important to everyone in the process. Life in our communities has gotten so much worse these past two years and something needs to be done. I'm proud to post that I will be running for State Representative again in this upcoming Presidential Election and I am again asking for your support. I am a US Army Infantry Veteran, Retired Franklin Firefighter, Paramedic, Educator and Hockey Coach. I am also the proud father of two amazing young adults. All my past experiences have prepared me for this opportunity, and I welcome the challenges that lie ahead. I am Charles Bailey, and I am of the people for the people, not above. I have spent a lifetime serving my country, community, and family. I have been in many of your homes and cared for your loved ones in their time of need. My wife and I visited England for the first time back in the Summer of 2022. All the tours for Westminster Abbey were booked at the time, but we were told we could see it by attending mass there on Sunday. The usher sat me right next to a podium with an inscription that really resonated with me; in gold leaf were the words: “Attempt Great Things for God.” When we arrived back home there was a large flier from Mass Fiscal Alliance jammed in the mailbox. It had a large picture of Uncle Sam urging me to run in the election, because “Real problems like economic uncertainty, taxes and corruption prove that we need you in the fight.” After a serious conversation with Anna, I filed a statement of organization the next day. I’ve never had trouble training and leading young Infantrymen, coaching high school and collegiate Hockey Players, and more recently, educating future Paramedics. I do have difficulty talking about myself. Ask me about my wife and children and I could go on for hours. They are my purpose; nothing gives me more joy than to see them accomplish great things and the happiness that they experience.18 July 2024 Speech - 2
I was a tough kid in high school. I went to Tr-County and worked construction as a laborer on the weekends and during the summers until I graduated. I immediately entered the military. Ronald Regan was President at the time. We were all proud to serve under him and I was able to vote for the first time in 1988. I was just twenty when I voted from the DMZ in Korea. My grandmother was a poll worker back home and she told me how proud she was after receiving my absentee ballot. Though, she wasn’t happy that I voted for George Herbert Walker Bush. I laughed imagining the expression on her face, surrounded by the other poll workers as she opened my ballot. I was blessed with great leaders when I was with the 1/503rd Infantry Regiment in Korea. My battalion commander, LTC David Grange had recruited the senior NCO’s from his unit, the 101st Airborne, when they were all fighting together in Vietnam. I thrived under their leadership and was promoted to the rank of Corporal. I reenlisted for assignment with the 10th Mountain Division and there were no Vietnam veterans there when I arrived. It was now up to me, to step up, and to lead the way.I have held myself to that RANGER standard to this day, almost to a fault.18 July 2024 Speech - 3
I’m new to the political arena and may not have the experience my opponent does, but I have a wealth of life experience to draw from. I’ve deployed all over the world during my years in the military. Witnessed firsthand what life is like in a third world country. I’ve been a paramedic for over twenty-seven years and didn’t get to pick the homes I responded to, when people dialed 911. I’ve helped people through some of their worst experiences, seen end-of-life and the beauty of new life. I know and respect people. I’m not doing this to satisfy my ego, or for money, my family is my legacy. I do this because I am able, and if not me then who? We had a saying in Infantry, “Lead, Follow, or get the hell out of the way.” I’m here now, ready & able to lead us out of this nightmare. I’m a Fiscal Conservative that will always advocate for our Veterans, elderly, Law Enforcement, Public Safety, and will defend the Constitution as written.18 July 2024 Speech - 4
So how did we get here?We have a one-party rule here in Massachusetts and most notably, the Town of Franklin. My opponent is a personal injury lawyer, who was elected to the Franklin School Committee for 10 years, 9 of which he was the Chair. He was then elected to the Franklin Town Council, but only served for one year before being elected as State Representative. He has personally installed members of our current town council, school committee, and several local organizations all through PAC’s that he has financially contributed to. He, and his partizans are following a woke national agenda that does little to help the people of Franklin & Medway. There’s been no tax relief, and everyone here has been left to fend for themselves. A victory in November would be just the beginning. It’s going to take more Conservative minds to get involved at all levels of local government. The Town Council and School Committee’s need complete overhauls.59% of the 24,798 registered voters in Franklin and 59.7% of the 10,398 in Medway turned out for the General Election in 2022. In 2023 only 12% of the 24,474 turned out for the Franklin Biennial Election. The Presidential Primary drew 30% of the 24,694 registered voters in Franklin and ?% of the 10,706 in Medway. More recently, on June 11th …45% of the 24,975 registered voters in Franklin turned out for the Override – Special Election. People are paying attention. Your vote can make a difference. There’s a reason I added the number of registered voters in each election I mentioned. Last night I spoke at the Franklin Town Council meeting during Citizen Minutes and asked the following:18 July 2024 Speech - 5
Mr. Chair, could you please have the Town Administrator provide the taxpayers of Franklin with an update on the building and residents located at 835 Upper Union Street, in a future meeting? A quote from an article that appeared in last week’s Observer read, “The Registry of Motor Vehicles said Monday it has issued 183,825 new learner’s permits and 128,079 new driver’s licenses since the so-called Work and Family Mobility Act (WFMA) took effect July 1, 2023.” This is very concerning. Are all the new vehicles we are seeing in the parking lot at 835 Upper Union Street registered to that address? Do they now pay excise tax to the Town of Franklin? Will they be able to register to vote now that they have a valid Massachusetts driver’s license? It’s my understanding that there have been several new childbirths coming from that location since they have taken residence there. Are they exceeding occupancy levels now? Has the building been inspected in the last few months? Has the building’s zoning been changed now that it is no longer a hotel? What is it regarded as? Is it a shelter, a boarding house, or is it rental property? Has there been any additional funding from the State to the Town of Franklin to offset the loss of hotel taxes? Lastly, What is the impact on the Franklin Public School system? Has the State provided any additional funding or resources to support these students? Are any of these expenses being imposed on Franklin taxpayers? We’re just asking for some transparency, similar to what the State Representative in our neighboring community has been doing all along.18 July 2024 Speech - 6
The housing of Illegal Immigrants is crippling our towns with little to no support from the State. The State had a surplus just 2 years ago and we now find ourselves in a deficit. There is more pressure on the towns to make up the difference with things like Overrides and the creation of new local taxes. Small businesses and people with fixed incomes are being priced out of our towns while the legislators continue to do little to help. The nonstop rise in the cost of groceries, gas, utilities, and interest rates are unsustainable. Local builders are now hampered by outlandish building codes while multi-unit apartment complexes continue to spring up because of the new Multi-Family Zoning Requirement for MBTA Communities. This new law affects both Franklin & Medway, and along with the addition of the Illegal Immigration, there’s an increase in the instance of crime in our neighborhoods. Our police and fire services are stretched to the max, and with some of the toughest gun laws in the Nation already, soon, only the criminals will have firearms. When does it end? It's time for a change in leadership! We started late in 2022 running as a write-in candidate. We made it onto the ballot, but then only had 8 weeks to campaign for the General Election. We now have a little more than 15 weeks remaining before the Presidential Election in November. I am a Leader that will affect change for the People of Franklin and Medway. I served our Nation as a Light Infantry Squad Leader, the Town of Franklin as a Firefighter/Paramedic and now I want to serve as your State Representative. I am running to give you a voice on Beacon Hill - A voice of Common Sense and Reason. I am asking for your support, whether it be financial, holding signs, or knocking on doors together, but more importantly, I ask for your vote on Election Day. Thank you
